Is it a lift or a reduction?  Any reduction involves a breast lift in order to remove the bread tissue and lift it back to higher on the chest wall a lift always makes the breast smaller.  If she wants to remain the same size an implant can sometimes be used to give her back volume.   Her I am doing a reduction by lifting the breast tissue and removing excess.  How much excess is removed is based on patient goals.
